Anyone else had prob's with mat leave?

I just need a whinge really - and to find out how many others have had sinmilar prob's. I work for a local authority so I'd expect the HR dept to be used to sorting out mat leave but they just seem to be unstoppably stupid, and also quite mean! First of all when I set my intended start date for mat leave as after my due date they told me i wasn't allowed and even though i'd done my research they just told me i was wrong. It was a lot of stress late in my pregnancy and i didn't need it! They were horrible about it and even phoned me at home to pressurize me into changing the date. Now I'm on leave they keep overpaying me which sounds great, but actually I will have to pay it back and it's actually more of a pain because it screws up tax credits/ housing benefit. grrrrrr!
