Low lying placenta and c-section

Was wondering if there is anyone who was told they have a low lying placenta at 20wks and it DIDN'T move,did you have to have a c-section? Most woman are saying it normally moves,but wondering if anyones hasn't moved and you've gone on to have a section and at how many weeks?

Although my mums friends placenta did move, they told her if it didnt they would have to give her a c section. Im not sure when but they also had issues with the childs size, at the 20week scan the baby was the size of a 28week unborn baby, so they also thought the baby would be too large for a natural birth.
(was born naturally and only weighed 7lb 6oz) x
